Current policy:

   1) 100 x 100 pixels maximum width or height (not FORCED)
   2) maximum 20k (20480 bytes), you are limited to 10k (10240 bytes) anyway
   3) no animation (This rule applies any time a policy is in effect and your avatar is a .gif)
