Current policy:

 The only known restrictions at this time are 75 pixels in width and 125 pixels in height. There is no contact information unless you become a registered member first. Anyone with additional info can post it and I will update.

no animation (This rule applies any time a policy is in effect and your avatar is a .gif)

Please review the policy in its entirety at the red link above. (only generic policy found)
